1. Mandatory harmonized field (CPR)

Construction products have 5 different systems of assessment and verification of constancy of performance. According to rules of Construction Products Regulation, the system 2+ is valid for most of them.

Declaration of the performance of the essential characteristics of the construction product by the manufacturer on the basis of the following items:

System 2+
The manufacturer shall cary out:The notified factory production control certification body shall decide on the issuing, restriction, suspension or withdrawal of the certificate of conformity of the factory production control on the basis of the outcome of the following assessments and verifications carried out by that body:Basis for CE marking
  • an assessment of the performance of the construction product on the basis of testing (including sampling), calculation, tabulated values or descriptive documentation of that product;
  • factory production control
  • testing of samples taken at the manufacturing plant by the manufacturer in accordance with the prescribed test plan
  • initial inspection of the manufacturing plant and of factory production control
  • continuing surveillance, assessment and evaluation of factory production control
  • Manufacturers Declaration of performance on the basis of Certification of conformity of the factory production control

In these cases the role of Igmat is to issue a Certificate of conformity of Factory Production Control after successfully carried out initial assessment. The Certificate validity is extended by regular continuous surveillance.

The other two systems, which Igmat performs, are system 1 and system 3.

For system 1 the tasks of manufacturer and the tasks of notified body are as follows:

System 1
The manufacturer shall cary out:The notified factory production control certification body shall decide on the issuing, restriction, suspension or withdrawal of the certificate of constancy of performance of the construction product on the basis of the outcome of the following assessments and verifications carried out by that body:Basis for CE marking
  • factory production control
  • further testing of samples taken at the manufacturer plant by the manufacturer in accordance with the prescribed test plan
  • an assessment of the performance of the construction product on the basis of testing (including sampling), calculation, tabulated values or descriptive documentation of that product initial inspection of the manufacturing plant and of factory production control
  • initial inspection of the manufacturing plant and of factory production control
  • continuing surveillance, assessment and evaluation of factory production control
  • Manufacturers Declaration of the performance on the basis of Certificate of constancy of performance of the product

The role of Igmat is to issue a Certificate of constancy of performance of the construction product after successfully carried out initial assessment. The Certificate validity is extended by regular continuous surveillance.

For system 3 the manufacturer and the notified body have the following roles:

System 3
The manufacturer shall cary out:The notified testing laboratory shall:Basis for CE marking
  • factory production control
  • assess the performance on the basis of testing (based on sampling carried out by the manufacturer), calculation, tabulated values or descriptive documentation of the construction product.
  • Declaration of the performance

The manufacturer shall draw up a declaration of performance in relation to the essential characteristics, when such a product is placed on the market.

Specific requirements for individual products are stated in harmonized European standards, which are, after publication in the Official Journal of the European Union, mandatory also in Slovenia.

Every manufacturer of construction products is obliged to introduce appropriate internal factory production control or authorize expert external laboratory and perform all the prescribed tasks.

Based on a written application for certification Igmat performs a necessary procedure of assessment and verification of constancy of preformance. When a construction product is covered by a harmonised standard or conforms to a European Technical Assessment which has been issued for it, the manufacturer shall draw up a declaration of performance when such a product is placed on the market and marks the product with the CE marking.

2. National mandatory field (ZGPro-1)

In accordance with national law (ZGPro-1) Igmat performs certification also in national, non-harmonized field, for which it also obtained nomination from the sector Ministry of economic development and technology.

The systems, which Igmat performs in this field, are at the moment system 2+, 1+ and 1.

System 2+
The manufacturer shall cary out:The notified factory production control certification body shall decide on the issuing, restriction, suspension or withdrawal of the certificate of conformity of the factory production control on the basis of the outcome of the following assessments and verifications carried out by that body:
  • an assessment of the performance of the construction product on the basis of testing (including sampling), calculation, tabulated values or descriptive documentation of that product;
  • factory production control
  • testing of samples taken at the manufacturing plant by the manufacturer in accordance with the prescribed test plan
  • initial inspection of the manufacturing plant and of factory production control
  • continuing surveillance, assessment and evaluation of factory production control

  • an assessment of the performance of the construction product on the basis of testing (including sampling), calculation, tabulated values or descriptive documentation of that product initial inspection of the manufacturing plant and of factory production control
  • initial inspection of the manufacturing plant and of factory production control
  • continuing surveillance, assessment and evaluation of factory production control
  • audit — testing of samples taken by the notified product certification body at the manufacturing plant or at the manufacturer's storage facilities.

The manufacturer shall draw up a declaration of performance in relation to the essential characteristics, when such a product is placed on the market.

Product requirements are specified in normative documents such as regulations, standards and technical specificarions.

Every manufacturer of construction products is obliged to introduce appropriate internal factory production control or authorize expert external laboratory and perform all the prescribed tasks.

3. Voluntary field

In the voluntary field Igmat wish to enforce its own compliance mark. The producer decides to obtain this mark voluntarily.

Every producer can obtain this mark, after a conformity assessment procedure is successfully completed:

  • in those areas which are not legally regulated (there are no harmonized or other standards), but there exsist technical specifications, which represent the latest state of the art and technology,
  • if the manufacturer wish to establish a higher level of compliance evaluation than prescribed by the Regulation of Construction products or National legalisation (f.e. certification by system 2+ instead by system 4),
  • if for internal commercial reasons believes that by obtaining an additional certificate client's trust in their product quality will be gained.
